Sabato as he shares perspectives from his book “A More Perfect Constitution: Why the Constitution Must Be Revised: Ideas to Inspire a New Generation.” Sabato is the Robert Kent Gooch Professor of Politics at the University of Virginia, and director of its Center for Politics. He founded ”Sabato's Crystal Ball”, an online newsletter and website that provides free political analysis and electoral projections. He has been called "the most-quoted college professor in the land" and a "pundit with an opinion for every reporter’s phone call.” Sabato is also the author of 24 books and countless essays on politics, including the well-known “Feeding Frenzy, A More Perfect Constitution” and “The Year of Obama”.

Up Close and Personal with the Texas Credit Union Department & NCUA
State Commissioner Harold Feeney and Regional Director Region 4 Keith Morton provide an overview of what to expect for 2013. Come to this session for a lively Q&A in an environment committed to credit unions under $50 million in assets.
Harold Feeney was appointed Credit Union Commissioner for the State of Texas on February 5, 1996. He also serves as a member of the State Liaison Committee of the Federal Financial Institutions Examination Council (FFIEC). Commissioner Feeney is an active member of the National Association of State Credit Union Supervisors (NASCUS), serving in numerous leadership positions over the years, including chairman. He is a strong advocate of the state credit union system and preserving the innovation and flexibility of state-chartered credit unions.
Keith Morton is the Regional Director for the Region 4 office in Austin where he is responsible for oversight of the chartering program for federal credit unions and examination and supervision programs for all federally insured credit unions in Arkansas, Illinois, Iowa, Kansas, Louisiana, Minnesota, Missouri, Nebraska, North Dakota, Oklahoma, South Dakota, Texas, and Wisconsin. His career began in 1986 as a field examiner in Washington, D.C. He served as a Problem Case Officer prior to moving into management in 1994. Mr. Morton spent nearly eight years in management roles in Region 2 (Alexandria, Virginia) as a supervisory examiner, director of Special Actions, and director of Supervision prior to joining Region 4 as Associate Regional Director in 2002.

Tom Haider is the Texas Credit Union League’s EVP & Chief Advocacy Officer, leading a team of government relations and regulatory professionals serving Texas credit unions. A graduate of the University of Minnesota, Tom has a law degree with undergraduate majors in Economics and Political Science. Tom worked for the Minnesota Credit Union League as the League’s first in-house attorney and government relations professional. He later joined MoneyGram International, Inc., where he established the company’s government relations and corporate compliance department. Regulatory Compliance Update - Navigating the New Regulatory Environment

Face it-- the introduction of the CFPB and the passage of the Dodd-Frank Act are changing the way business is done. The CFPB has issued 3,000+ pages of proposed regulations related to mortgage lending alone. Credit unions are now subject to new disclosure requirements for international transactions under new Reg E remittance transfer rules. The CFPB is presently reviewing credit cards and student loans, and is revisiting overdraft fees and the Service members Civil Relief Act (SCRA). Additionally, the NCUA has further restricted the use of open-end lending, necessitating the need for more convenient lending solutions for members. Alvin reviews these regulatory changes and how to prepare to adapt to the new environment, reviewing options for how to meet members' needs through new technology, such as e-signature and Smartphone lending.

Alvin Meaux brings a wealth of knowledge in mortgage lending to his audiences. He has worked as an FNMA, FHA and VA underwriter and taught classes on how to process mortgage loans. Alvin says that he was “saved” in the Credit Union movement when he was hired as the Mortgage Supervisor at American Airlines Employees Federal Credit Union in 1989. Recent NCUA rules and regulations have changed the scope of ALM reporting at many credit unions.
